Description
Issue #328 (Done) added a per-user response limit (one response per user). This is a separate feature: a **total** response limit.
## Requested behaviour
As a survey owner, I want to set a maximum total number of responses for a survey, after which the survey closes automatically (similar to ticket quotas).
Use case: capacity-limited sign-ups where the event has a fixed number of spots.
## Background
Requested in customer feedback.
