Tickets: show a warning for products that have no quota configured

Description
Products without a quota configured cannot be sold, but there is currently no visual indicator in the admin UI to flag this condition.
## Requested behaviour
In the products/quotas admin view, clearly indicate products that have no quota assigned, for example with a warning badge or icon.
## Background
Requested in customer feedback.
