Room conflict detection when creating or editing a schedule item

When adding a schedule item, program managers currently cannot see whether another program item is already scheduled in the same room at the same time.

## Requested behaviour

When creating or editing a schedule item, show a warning or indicator if the selected room already has another schedule item overlapping the specified time slot.
