Group annotations by namespace or a separate grouping key/group title

Applies to:
* Program annotations configuration view
* Program detail annotations view
Now they are alphabetically but all over the place. Would make it easier to have eg. Konsti and Paikkala as their own groups.
How about `ropecon:gameSlogan` and `ropecon:numCharacters` that are used by Konsti but not in the `konsti:` namespace? Should there be an optional grouping key, defaulting to the namespace, to help yeet them to the same group as `konsti:` annotations?
