Requested by Ropecon 2026 in their post-con feedback.
When a program offer is accepted, the UI does not show who accepted it. Surface the acceptor (and timestamp) in the program offer detail view, e.g. as part of the offer's history.
Ropecon voiced the same wish for volunteer applications; that applies to Volunteers V2 when it exists.
