Create FAQ page for GDPR-related questions

In June, @jsheunis asked for help starting a FAQ:

I did some first suggestions in Stephan's google doc back then. However in the meantime, I have been working on a second version of our MRI data sharing flow chart (first version [here](https://doi.org/10.5281/zenodo.3822289)) to additionally include a [supporting document (WIP)](https://docs.google.com/document/d/130OODoqyW3GGmIJCXYO-ykmCqAdlDXreKYDi7h0373c/edit?usp=sharing). I noticed that our supporting document could also function as a FAQ.

Here's my proposal:
- Use our [supporting doc](https://docs.google.com/document/d/130OODoqyW3GGmIJCXYO-ykmCqAdlDXreKYDi7h0373c/edit?usp=sharing) as a starting point for the FAQ for OBC
- Complement it with relevant details from [Stephan's GDPR doc](https://docs.google.com/document/d/1Mfbl4DZAw7MRPjSxIiM5sfYU4gX-pcghgj5M1qb84jg/edit)
- We will be working on this in Stephan's [FAQ doc](https://docs.google.com/document/d/1dqo7AxwU-nvTW9P8g6XJSY3F2Gnr6NcUf3Eq3z8ytb4/edit?usp=sharing)

If possible, I'd like to use the relevant sections of the (FAQ page on the) OBC website eventually as a supporting document to our flow chart, instead of a duplicate doc which likely contains almost the same information.

Start by reading the supporting document, Stephan's GDPR doc, and the empty FAQ Google Doc linked in the issue. Compare their content and determine how the relevant sections should appear on the OBC website and support the MRI data-sharing flow chart. Done means the FAQ is published on the website and avoids duplicating the supporting document.
