Contribute needs a face lift

- refers to the survey which had only 3 responses (probably we could discard it)
- lists datalad.org email - probably we should just direct to issues
- needs to point to instructions (TODO) on how to cook up translations etc (let's add versioning and then provide instructions)

Locate the contribution guidance page and review its survey reference, datalad.org email address, and TODO about translation instructions. Done means removing or updating the survey and contact guidance, and adding the requested translation and versioning instructions.
