Make terraform deployment more module-y

Probably needs to be busted out into a GH Project, but in order to support the idea of standing up a whole new CE instance in a new account, we should make the terraform very module-y and have only the live CE specific stuff at the "top". That way we can have a separate terraform to deploy to a new endpoint for testing without upsetting the live site/staging/beta.
