Description
n the SD we noted that the EA sections go:
- Base-PP SFRs
- Mandatory SFRs
- Optional SFRs
- Selection-Based SFRs
- Objective SFRs
For consistency with the Module, we should also add Implementation-Dependent SFRs after Optional SFRs and then move Objective SFRs up ahead of Selection-Based SFRs so that the ordering is the same as in the Module. Or we should fully align with the Module and make strictly optional/objective/implementation-dependent into sub-sections of Optional

Research direction
Compare the EA section ordering in the SD with the ordering already used in the Module, focusing on Base-PP, Mandatory, Optional, Implementation-Dependent, Objective, and Selection-Based SFRs. Resolve whether to reorder the sections or make the optional categories subsections, then verify that the transform output is consistent.
