Description
Much like SFRs distinguish between optional and selection-based where the latter is compelled, the construct for the management functions table would benefit from having a letter other than O to refer to the situation where a management function is conditionally mandatory (e.g. include if some selection is made, include if some SFR is claimed, exactly one role must be authorized to do this but we don't care which one).
