Description
Just a thought - it would make it easier for me to work with getting tools into Galaxy. Also I want to be able to build like a CWL tool hash - so I can detect "equivalent CWL tools" and I feel like this would help with that potentially.
Path based identity is antithetical to tool sharing and provenance tracking IMO - at least how we think about these things in Galaxy-land.
