future removal of `memory`

This is a tracker issue for the _eventual_ removal of `memory` from Stackage Nightly.

_This will not happen soon, but might be a possible/nice goal for LTS 26._

Also note that right now we exclude `ram` from `nightly`, so we cannot actually accept migrated packages yet in Nightly.
Though this may or may not change. At the very least we plan to include ram in nightly post-lts-25 (if not before that).

No source files or tests are named. Start by reviewing the unchecked dependent-package checklist and the note about ram being excluded from Nightly; done means the remaining dependencies on memory are resolved and migrated packages can be accepted in Nightly.
