Description
_Heads-up for ghc-9.12.5_
semaphore-compat-2.0.0 ([changelog](http://hackage.haskell.org/package/semaphore-compat-2.0.0/changelog)) is out of bounds for:
- [ ] cabal-install-3.14.2.0 (>=1.0.0 && < 1.1). GHC major version specific bounds, Mikolaj Konarski @Mikolaj. Used by: library
Note semaphore-compat-2.0 will be in ghc-9.12.5 (and presumably ghc-9.14.2).
So you probably want to fix this first for cabal-install-3.16.
However we will have to disable cabal-install until this is addressed when we will move stackage `nightly` to 9.12.5 which will include this major version bump.
