Description
Based on hanjoosten's report [here](https://github.com/commercialhaskell/stack/issues/2617#issuecomment-249505887) on #2617, it sounds like the installer for windows sets `STACK_ROOT` even if it already has a value. It should preserve and follow existing `STACK_ROOT` settings. Pinging @borsboom
