Tooltip flicker onLeave

**Describe the bug**
When using Tooltip component there is a flicker behaviour when mouse leaves hovering a child.

**UI Kit Version Number**
19.9.0 & tested on latest 19.11.0

**Browser + OS**
Mac Sanoma Chrome v128, Firefox v130, Safari v17.4

**Priority**
Low

**To Reproduce**
Steps to reproduce the behavior:

1. Hover over button
2. Mouse away from button
3. Observer tooltip flickers (opens & closes multiple times)

**Expected behavior**
onLeave has no flicker behaviour
