Access to safe_html control panel through the web

Right now we don't have access to the control panel our safe_html through the web when we install the add-on and when we try to access the HTML Filtering through the site setup it shows that page is not found and that's totally okay as we have unregistered that old safe_html but now we want to get our new control panel for the same so what should be do should we overwrite the browser page at @@filter-controlpanel ? This is what I have in top of my head.
