atct_filter_bogus not consistent with enforceVocabulary

Description
In my opinion, we shouldn't have an atct_filter_bogus option, as enforceVocabulary, on field, do the same.
I think that if field has enforceVocabulary = True, widget shouldn't remove values not in vocabulary
I you agree,
actb_filter_bogus should be 0 by default and if it should check for enforceVocabulary when actb_filter_bogus is not True
