Visibility into private arguments for investigators

Private arguments are hashed to make it more difficult for daemons that are not in scope to determine the contents of the fact. This makes it impossible for other investigators to see the contents of the fact when approving investigations. Another option is to include encrypted copies of the arguments for all investigators, such that they can view the arguments.
