[Action Provider Proposal] Add BluSky Sentinel x402 Security & Honeypot Audit Action Provider

Proposing the addition of the **BluSky Sentinel x402 Security Action Provider** to Coinbase AgentKit. This provider enables autonomous AI agents to execute sub-cent smart contract audits, proxy vulnerability detection, and DEX honeypot liquidity swap simulations directly on Base L2.

### Use Case for AI Agents
Autonomous AI agents interacting with DeFi contracts, DEX swaps, or new token deployments on Base L2 need real-time security checks before executing transactions to avoid honeypots, unverified drainers, and malicious proxy contracts.
