Conversion Toolbar vs Inline Toolbar

With 2.15 version, thanks for introducing blocks converter. But in terms of toolbars, Conversion Toolbar and Inline Toolbar compete with each other based on how much content in a block is selected. Is there a rational behind using the current design for conversion tool bar instead of using something like a block tunes. As this tools are only at block level it does make sense to be part of block tunes. Right now if we have to use inline toolbar for the entire block it is not possible to do as only Conversion Toolbar is displayed.
