How to always show block tool (not inline tool) on the top of editor?

I'd like to always show block tools on top of the editor like traditional editors.


pressing any button will insert a new block after the current block.

It should be similar to mobile version but on top of editor box instead of sticking at the bottom of the screen. It should stick to top of the window if scrolled down though.
