Tools API method render() called twice when toolbox action contains 'data' key object with key/values
**Steps to reproduce:**
* Create Tool with toolbox action which contains 'data' key object
* Click on this action to add block
**Expected behavior:**
* Tools API method render() call once like default toolbow action without 'data' key object
