💡 Ability to have tooltip actions out of tooltip

1. Describe a problem.
Use case: Like any other editor (e.g GitHub, slack, slite) we have the options to use bold, and italics without an inline toolbar. I don't see that in Editor Js at the moment. I can only use actions via the tooltip on hover.

2. Describe the solution you'd like. Mockups are welcome.
Love to see a way to move actions out of tooltip, such as you can see on the top right corner (screenshot below):
