💡 Disable block deletion

1. Describe a problem.
There is now way I can think of, for forcing users to use a minimum block length or making one of the blocks not deletable.

2. Describe the solution you'd like. Mockups are welcome.
I would like to define at a global level the minimum amount of blocks possible, and disable block deletion under this number.

3. Are there any alternatives?
Or on a block level - should this block be protected from deletion.
