💡 Make the Toolbar Plus and Actions buttons appear when tabbing into an [empty?] editor

1. Describe the problem
Tabbing into an empty editor doesn’t give the same options as when clicking into it.

2. Describe the solution you'd like. Mockups are welcome.
It should be an option to get the same behavior as when clicking into an editor, namely to show the Plus button to the left, and the Actions button to the right.

3. Are there any alternatives?
Make it the default behavior instead of making it an option.

PS: I’ve been sifting through the documentation for hours, and if I’ve missed a way to programmatically achieve this, any pointers are highly welcome.
