[Testing] - Proposal functionality related Bugs/Issues

Description
The following issues were identified when testing the proposal functionality,
1. Proposal dashboard page crashes at random times due to an issue in the notifications state.
2. Continous loading indicator at initial save of the proposal
3. Image attacher does not get immediately enabled after saving the proposal as a draft and takes some time to get enabled.
**Additional context**
I will be working on these issues.
