Setup Github Actions for workflow

## Basic Information
- [ ] Create Github actions .yml file
- [ ] Configure registry authentication (this will be through committee member)

Setup build steps:
- [ ] Build container
- [ ] Push to registry (must be CFC registry)
- [ ] Add testing steps for deployment (looking at watchtower, looking at payload, push to main and watchtower to see if IP matches and type "example record" has been received.
- [ ] Configure branch triggers for main (example triggers could be: run deployment on main or production branch, run tests on all pull requests, etc)
