Terraform - Setup of DigitalOcean VPS

## Basic Information
As part of this repo, we would like to control provisioning of new droplets for use in projects.

Value proposition of this follow the proposition for other issues.

With the addition of, it's easier for us as an organisation to know what droplets are currently running. Noting that droplets will probably be the most expensive out of all digital expenses if we are not aware those computes are running.

When we do handover to client - we have 2 options - manually recreate it, but if we have a runbook or an easy way to just copy paste a new digital ocean credential with terraform, it's way way easy.
