Terraform - Provisioning of new Docker Hub Registry

## Basic Information
We need a way to add more docker registries as we need. Let's control it over this repo.

## Other Information
CFC projects often have docker containers for backend when it comes for project. This docker container is used for deployment.

The value proposition of this allows us to easily create docker registries (and centralise management for everything related to deployment rather than needing to go login to each single one), and we can delegate it to even the volunteers (and they wont need access to the main account). It's also easier to explain to volunteeers how the deployment works together.
