Create Page Pagination component

The Page Pagination component would allow users to navigate and jump between desired specified pages.

It would be implemented in pages that have too much of content that could not be displayed at a single time.

Pages that would utilise this component:
- Events page
- Resources page

**Frontend Requirements**
- Refer to design implementation from #25 or Figma
- Implement pagination/navigation buttons

**Backend Requirements**
- Dynamically route the different pages displayed based on the page numbers

This issue would be dependent on the completion of Pagination/Navigation buttons from #25
