Add alert to tell ie users to use a different browser like on github

Because we have post poned the support for ie as noted in #3

- [ ] Look at vuetify alert documentation
- [ ] Create a new vue component and add the alert
- [ ] Add javascript to detect if user on ie and display the alert

Tips: You will need a v-model that has a value of true or false (This determines if the alert should be shown or not)
