AI Agent Modules: Switch to `coder_env` instead of recommending config on the `coder_agent`

The `coder_env` resource can configure env variables. However, I didn't realize that when writing the agent modules and therefore in the module docs, I recommend setting these on `coder_agent`. Ideally, we can find a way to do this through the module itself reducing cognitive load for the user.
