On the workspaces page, conditionally display an indicator or button to update a workspace if an update is available

The goal is to surface on the workspaces table that a workspace has an update available without needed to open the workspace page for each workspace.

Options:
1. Display a button to update the workspace only if an update is available
2. Display an indicator on the 3 dots settings button that some action needs to be taken, since the update workspace button is located on the context menu here.
3. Improve on the design of the info icon as seen in the screenshot below

There is existing functionality to show updates but this feels like an outdated design that does not match design improvements to the workspaces page
