Research for new "Advanced Reporting" feature

We plan to make use of an existing database tool which is capable of ingesting various different kinds of data for the purpose of reporting usage of Coder by developers.

Data will be ingested from Prometheus metrics, existing telemetry data, insights, audit log, and others.

We need to investigate the 4 following functional requirements:

1. How to store and query data coming from different sources
2. Whether to expose direct access to the database, or offer a versioned API for querying
3. Which reporting front-end, capable of generating the reports and dashboards, we should use
4. How we can allow ingestion of additional data from the Coder application

The outcome of this research should be an internal RFC, which we later publish.
