User with the same email is exists as multiple members in an organization

Description
On dev.coder.com somehow the email kira@coder.com exists in the Coder org multiple times as different users. These users do not all match users that exist in deployment settings.
A side effect of this is that a user with email kira@coder.com cannot be added to a new group in the Coder org.
The assumption is that each member in an org must have a unique email address.
