broken: `TestConfigSSH` on Windows

Description
This test started timing out consistently on Windows CI when the GitHub runner image updated from `windows-2022/20241006.1.0` to `windows-2022/20241015.1.0`. As far as I know, this is the only test that executes `ssh` directly. There were no other changes to `coder/coder` in between succeeding and failing.
