Cancel button shifts position when spinner appears on bulk actions delete dialog

## Description

When performing a bulk delete action, the Cancel button shifts position (moves away from the dialog) when the spinner appears on the delete confirmation button.

## Steps to Reproduce

1. Select multiple workspaces for bulk deletion
2. Click the delete button to open the confirmation dialog
3. Confirm the deletion
4. Observe the Cancel button shifts position when the spinner/loading state appears

## Expected Behavior

The Cancel button should remain in a fixed position when the delete button shows a loading spinner.

## Actual Behavior

The Cancel button moves/shifts away from its original position when the spinner appears.
