Add configuration to show workspace logs by default

From Zendesk:

It would be great if the logs are automatically displayed when there are logs from the workspace, rather then being always hidden by default, and users have to click into “Show logs” to view them.

We don't need this to be the default behaviour, but if there's a template-wide option, or a parameter on coder_agent resource to switch this behaviour on that's enough for us.
