Feat: Submit workspace diagnostics to the template author

Currently, the template author will need to build a `coder_app` to get feedback on a workspace and then try to pre-fill as much of the workspace meta data.

Ideally there should be an easy way to provide this feature when a workspace user runs into an issue.
