[Feature] 2 pages by role staff role page for making counter items

Description

Staff page
- staff makes a list of things to track, lets remake meal tally as example
- tracking children handed meals, teens, & adults if any
- tracking how many meals total, leftover from previous, new incoming, how many left after this event
- volunteer sign wetmark - maybe not as needed from volunteer but maybe from staff report however i think it was required
- submit

VOlunteer page
- see list of available tally events
- choose one (will be list of one for now)
- view the tallyup page to start the tallying
