Find a means to include static, unchanging data

For example, at a meeting with CHHS we identified a need to perhaps include data around road traffic injuries ([link](https://cdph.data.ca.gov/Environment/Road-Traffic-Injuries-2002-2010/xmwz-xvsf)). The data would not change, but the dataset could be useful for:
1. new hints, to help instruct users that their hazard complaints are warranted.
2. people who are trying to analyze trends in transit regions.
3. cities to have a public place to report transit data for feedback.
