We need explanation from the city what API they will provide for web app

Currently we only have files with some statics. These files contain only two time points: data of issue and final date (we need more explanations about exact meaning of these dates too). In order to make any planning about web app we need to know:
- what information will be available from the city;
- access mode (real time or some periodically updates, like pushing some logs);
- technical specification of API (REST, http calls, etc.)
