Twitter bot for the FDA recall page

## What is the idea
> "Another smaller, but still neat, project that we’ve tossed around is a Twitter bot that scrapes the [FDA recall page](https://www.fda.gov/animalVeterinary/safetyhealth/recallswithdrawals/default.htm) for shady stuff and posts it for the world to see. Would be ideal to also have an admin panel for this in order to update certain scraping parameters (keyword, company name, etc). I’ve messed around with a twitter bot a bit using the chatterbot gem, but I haven’t implemented a web-scraper with it. Also, mine kept being shut down by Twitter for unknown reasons, so go figure."
