I think the ideal placement would be-- if technically possible-- beneath the program name, within the same cell, in smaller font (maybe italics). There's usually a bunch of blank space there anyhow.

No file, test, or entry point is named. Find the component or template that renders each program name and trace how the Description field is loaded; done means the description appears beneath the name in the same cell, using a smaller or italic style when appropriate.
