Description
Just opening this to track the conversations we're having around this - a concrete user story or two around how Organizations (our power users) expect to interact with their followers would be helpful for fleshing this out. Maybe a good topic for the OEWG?
## Problem
Often, when organizations want to send a call to action to their followers regarding a particular proposed bill, they will need to act more quickly than our Weekly/Monthly notifications allow. To that end, we should add a way to allow for orgs to communicate with their followers more frequently than Weekly.
## Solution
Some options here include:
1.) Allow organizations to "super-submit" testimony - such that submitting testimony would send instant email notifications to all of their followers
- We would probably want to consider the implications of this on their followers consent for notifications.
2.) Allow users to "super-follow" organizations (and also other users?) so that when that org submits testimony, the user is immediately notified.
* Open Questions
- Should there be a limit on the number of "Super-submissions" that can be sent by a given org?
- Should these notifications be de-bounced (e.g. if an org submits ten testimonies in an hour/day, should they be batched? Or vice versa, if ten orgs a user follow all submit testimony in one hour?)
- To be clear, would a "daily" notification setting obviate the need for this instant notification idea, or is this case distinct enough to warrant
- Offline feedback: Daily notification is useful, but there's still a desire for more immediate communication.
