"Org Upgrade Request" -- auto-email

When an organization signs up for MAPLE, we autogenerate an "upgrade request" in the admin panel. The admin reviews the request, and approves or denies it (based on whether the user is actually a legitimate organization, and has proper authority to register on behalf of the organization).

Until the organization is approved, they cannot post testimony.

We want to add a feature to automatically email the organization-user when the organization is approved/denied. They email would say either:
if approved -- "Your organization's profile has been approved on MAPLE. Thank you for signing up! You can now post testimony for your community to see!"
if denied -- "Unfortunately, your request for an organization profile on MAPLE was denied. We apologize for any confusion. Please email admin@mapletestimony.org for further discussion."

Regarding designs -- if there is a default sendgrid layout, we can use that. I believe we use the default layout for the email verification emails. We will work on custom email designs for future use.
