Save Attachment error

Unhandled Runtime Error
TypeError: Cannot destructure property 'basename' of 'react__WEBPACK_IMPORTED_MODULE_0__.useContext(...)' as it is null.

**To Reproduce**
1. goto Submit or Edit Testimony
2. go to section 2 Write Your Testimony
4. attach a pdf
a. open Google docs or other word processor
b. type something minimal (i.e. test attachment)
c. save as pdf
d. use MAPLE's interface to attach the pdf
5. hit next
6. get error

**Expected behavior**
to move to the next screen without an error and the website failing to display
