Global search appears in header (every page)
User can search for
1. Bill numbers
2. Bill names
3. Organizations + public individuals
There is no "search results page". The search results are limited to auto-population and a user must select the result in the search box, itself -- ie. "H.123" or "Common Cause".
Can leverage existing auto-fill from search on "browse bills" page
