Find Legislators based on location

[Note: we are re-opening this older ticket that was never actually tackled. We currently refer users to the legislature's "find my legislator" webpage (see below), but we'd prefer to keep the user on our site].

We'd like to build our own tool that allows users to find their legislators (because the state's version is mediocre and slow)

NOTE: Can we create this feature but not actually save and store the users' geographic data (address)? We'd prefer to avoid that.
