"Generate email" in admin panel

Use the "flagging message" along with flag statuses to generate an email for the CRWA, then send it to someone over at crwa. Should not be automated; should be a button that gets clicked in the admin panel.

Big worry about this, other than the general worry about adding more and more code, is that it requires some IT on CRWA's end to set up the credentials. But it _should_ be a one-and-done, and also should be easily unit-testable.
